  • In Guatemala, Protests Threaten to Unseat President, a U.S.-Backed General Implicated in Mass Murder

Democracy Now! - In Guatemala, President Otto Pérez Molina is attempting to hold onto his office despite growing calls demanding for his resignation. The president has faced months of massive protests amid a multimillion-dollar corruption scandal in which importers paid bribes to Tax Authority officials to obtain discounts. Over the weekend, most of Pérez Molina’s Cabinet stepped down. The scandal has also led to the arrest of top officials, including Vice President Roxana Baldetti, who was arrested on Friday on corruption charges. On Saturday, crowds rallied outside the presidential palace chanting "Resign now!" and waving Guatemalan flags. On Sunday, the Roman Catholic Church joined in calling for the president’s resignation. Hours later, Otto Pérez Molina announced he would not resign. ...

Spanish/Nat In defiance of a constitutional provision barring past coup leaders from running for presidential office, a former Guatemalan dictator has signed up as a candidate in the next presidential election. Efrain Rios Montt, a retired army general and now the speaker of the National Legislature, says he intends to test the constitution and run in elections to take place this autumn. Efrain Rios Montt, a retired army general is attempting to test the Guatemalan constitution by running for president despite the fact that he staged a military coup in 1982. Under the country's constitution, anyone who has taken part in a coup d'etat is barred from presidential office. Rios Montt- now speaker of the National Legislature - intends to test the 1986 provision in the constitution by standing in presidential elections to be held in November. Fiery speeches and roars of a large crowd of sympathisers greeted him when he went to the Civil Registry to enter his name as a candidate. He took the opportunity to begin electioneering right away. SOUNDBITE: (Spanish) "The Cold War that had such terrible possibilities has returned among us as a war between brothers. And the result of this is that nobody trusts anyone. Nobody believes in anybody. There's a world of mistrust and a world of frustration." SUPER CAPTION: Efrain Rios Montt An Evangelical in a predominantly Roman Catholic country, Rios Montt is being fielded by the Guatemalan Republican Front. Rios Montt seized power in a coup on March 23rd, 1982 and ruled for a time with a military government at the height of a bloody leftist guerrilla insurrection. He gained popularity with weekend television appearances in which he preached the Bible, morality and honesty in a campaign against crime and corruption. Despite widespread accusations that he directed a bloody crack down against the guerrillas, he is still popular in Guatemala City for advocating strong measures to combat crime. The registry and other electoral authorities will decide whether to accept the candidacy. But Rios Montt has vowed to appeal to the highest court if he is rejected. Made in 1958 and partially sponsored by Pan Am Airlines to promote their service to Central America, "Land of the Maya" presents the nation of Guatemala and Guatemala City. The film ostensibly follows a horticulturalist on her trip cross country, examining flowers. The movie shows a nearly forgotten era in Guatemalan history, before earthquakes devastated the capitol. At 1:20 the central office is seen, before its modernization, and the capitol buildings and downtown at 2:00. At 2:29, Antigua is shown, with its central arch and magnificent churches, as well as ruins seen at 3:00. Lake Atitlan is seen at 3:50 and the village of Santiago. Guatemala, officially the Republic of Guatemala (Spanish: República de Guatemala), is a country in Central America bordered by Mexico to the north and west, the Pacific Ocean to the southwest, Belize to the northeast, the Caribbean to the east, Honduras to the east and El Salvador to the southeast. With an estimated population of around 15.8 million, it is the most populous state in Central America. A representative democracy, Guatemala's capital and largest city is Nueva Guatemala de la Asunción, also known as Guatemala City. The territory of modern Guatemala once formed the core of the Mayan civilization, which extended across Mesoamerica. Most of the country was conquered by the Spanish in the 16th century, becoming part of the viceroyalty of New Spain. Guatemala attained independence in 1821 as part of the Federal Republic of Central America, which dissolved in 1841. From the mid to late 19th century, Guatemala experienced chronic instability and civil strife. Beginning in the early 20th century, it was ruled by a series of dictators backed by the United Fruit Company and the United States government. In 1944, authoritarian leader Jorge Ubico was overthrown by a pro-democratic military coup, initiating a decade-long revolution that led to sweeping social and economic reforms. A U.S.-backed military coup in 1954 ended the revolution and installed a dictatorship. On July 4, 1944, dictator Jorge Ubico Castañeda was forced to resign his office in response to a wave of protests and a general strike. His replacement, General Juan Federico Ponce Vaides, was later also forced out of office on October 20, 1944 by a coup d'état led by Major Francisco Javier Arana and Captain Jacobo Arbenz Guzmán. About 100 people were killed in the coup. The country was led by a military junta made up of Arana, Arbenz, and Jorge Toriello Garrido. The Junta called Guatemala's first free election, which was won with a majority of 85% by the prominent writer and teacher Juan José Arévalo Bermejo, who had lived in exile in Argentina for 14 years. Arévalo was the first democratically elected president of Guatemala to fully complete the term for which he was elected. His "Christian Socialist" policies, inspired by the U.S. New Deal, were criticized by landowners and the upper class as "communist." This period was also the beginning of the Cold War between the U.S. and the USSR, which was to have a considerable influence on Guatemalan history. From the 1950s through the 1990s, the U.S. government directly supported Guatemala's army with training, weapons, and money. In 1954, Arévalo's freely elected Guatemalan successor, Arbenz, was overthrown in a coup orchestrated by the U.S. Central Intelligence Agency (CIA) in the 1954 Guatemalan coup d'état. He considered himself a socialist. After his land reform, the CIA intervened because it feared that a socialist government would become a Soviet beachhead in the Western Hemisphere. Colonel Carlos Castillo Armas was installed as president in 1954 and ruled until he was assassinated by a member of his personal guard in 1957. Substantial evidence points to the role of the American United Fruit Company (which changed its name in 1970 to Chiquita Brands International Inc) as instrumental in this coup, as the land reforms of Jacobo Arbenz were threatening the company's interests in Guatemala and it had several direct ties to the White House and the CIA. (See United Fruit Company -- History in Central America). In the election that followed, General Miguel Ydígoras Fuentes assumed power. He is most celebrated for challenging the Mexican president to a gentleman's duel on the bridge on the south border to end a feud on the subject of illegal fishing by Mexican boats on Guatemala's Pacific coast, two of which were sunk by the Guatemalan Air Force. Ydigoras authorized the training of 5,000 anti-Castro Cubans in Guatemala. He also provided airstrips in the region of Petén for what later became the failed Bay of Pigs Invasion in 1961. Ydigoras' government was ousted in 1963 when the Guatemalan Air Force attacked several military bases. The coup was led by his Defense Minister, Colonel Enrique Peralta Azurdia. In 1966, Julio César Méndez Montenegro was elected president of Guatemala under the banner "Democratic Opening". Mendez Montenegro was the candidate of the Revolutionary Party, a center-left party which had its origins in the post-Ubico era. It was during this time that rightist paramilitary organizations, such as the "White Hand" (Mano Blanca), and the Anticommunist Secret Army, (Ejército Secreto Anticomunista), were formed. Those organizations were the forerunners of the infamous "Death Squads". Military advisers from the United States Army Special Forces (Green Berets) were sent to Guatemala to train troops and help transform its army into a modern counter-insurgency force, which eventually made it the most sophisticated in Central America. In 1970, Colonel Carlos Manuel Arana Osorio was elected president. A new guerrilla movement entered the country from Mexico, into the Western Highlands in 1972. In the disputed election of 1974, General Kjell Laugerud García defeated General Efraín Ríos Montt, a candidate of the Christian Democratic Party, who claimed that he had been cheated out of a victory through fraud. On February 4, 1976, a major earthquake destroyed several cities and caused more than 25,000 deaths. In 1978, in a fraudulent election, General Romeo Lucas García assumed power. http://en.wikipedia.org/wiki/Guatemala

Honduras’ homicide rate of 90.4 per 100,000 people is the world's highest. This makes Honduras technically the most dangerous country in the world. The capital, Tegucigalpa, is the country’s largest city, so it's no surprise its also the countries second most dangerous city only behind San Pedro Sula. With 102.2 murders per 100,000 people it is extremely dangerous. In 2011, 1,175 killing took place, many gang related. 4) Belize City. The one-time British colony of Belize has one of the highest murder rates in the world with 105.1 murders out of 100,000 people. The majority of the homicides take place in the former capital of Belize City where gang violence is rampant, especially on the south side. The majority of crimes are burglaries and thefts, often without injuries. In 2014, however, there were a disturbing number of robberies that ended in serious injuries and fatalities. Corruption, human smuggling/trafficking, the drug trade, money laundering, and organized gang activity remain significant problems. Criminal organizations and individuals often operate beyond the ability of the police. Making it very difficult to tackle the cities crime problem. 3) Guatemala City. Guatemala is still battling the legacy of a civil war which raged from 1960 to 1996. With a national average of 99.5 murders a week in 2012, it's certainly one of the most dangerous countries. Guatemala City has a murder rate of 116.6 out of 100,000 people which local officials are struggling to control. Local officials are described as “often inexperienced, underpaid and unable to cope”. Many of the common crimes are assault, theft, armed robbery, carjacking, rape, sexual assault, kidnapping, and murder. 2) Caracas. Worst hit are the poor barrios where police dare not enter, gangs rule and murders are routine. The government refuses to release its own statistics, but its estimated 24,000 people were murdered in 2013. With a murder rate of 122 out of 100,000 people, this gang rules city is a no go zone for anyone not from the area. Since a lot is not known officially on what goes on, its difficult to pin point the exact problems, however gangs are certainly one of the main issues. 1) Basseterre. The tiny Caribbean nation of Saint Kitts and Nevis has a high proportion of murders relative to its small population. The total of 17 murders in the capital Basseterre in 2011, doesn't sound that bad but when you consider it has a population of only about 15,000, that brings its murder rate to 131.6 out of 100,000 people. Although the country has a lot of tourism, most of its crime is related to drugs & rarely effects tourists. Several sectors affirm that Guatemalan President Otto Perez Molina's promisesto solve the country's structural problems have not been fulfilled. Local human rights organizations affirm that Perez Molina becoming president is a landmark date in the nation's democratic era, but they say his actions have been influenced by his background as an army general. According to analysts, Perez has used the army to repress social movements but not to fight organized crime. teleSUR http://multimedia.telesurtv.net/web/telesur/#!en/video/guatemala-a-8-meses-de-que-perez-molina-deje-la-presidencia-en

We go to Guatemala to speak with journalist and activist Allan Nairn about the current corruption scandal and Pérez Molina’s history as a U.S.-backed general implicated in the mass murder of indigenous Mayans during the country’s dirty war in the 1980s.
